Web Designer required

I require a web designer to work with me on a freelance basis on any projects I have. I myself am a programmer who writes in PHP and JavaScript/jQuery.

I am basically looking to form a reliable partnership in which if I get offered work and require graphic design, I can ask you, you quote me for their project and then I give them our combined quote.

Along with this I also have a multitude of personal projects I will be working on in the (not so) distant future and I will need design work done on these personal projects too.

Ideally I would like to work with people who have a knowledge of CSS3, HTML5 and JavaScript/jQuery and use Photoshop/Illustrator/Fireworks for their design work, however this is not essential as if you can create awesome designs in other ways then you obviously know what you're doing. If you have no HTML/CSS/JavaScript knowledge then I can do that part.

While I am not looking to form an exclusive work partnership, I do require someone who is reliable enough to be able to return a quote within a day or two.

Knowledge of Flash/AS3 would also be an amazing extra, however I won't base my decision based on this.
