Using CSS and floats, cutting a PSD and implementing a contact form inside it

Cutting a PSD file into an html file using CSS (not tables).
Location forms inputs, submit button, links using CSS floats.
I'm looking for guys who have great knowledge with PHP & HTML & CSS to do a lot of Facebook work, Facebook fan pages, you'll receive a .psd file with all the details.
