Search engine optimisation consultant

Apologies for some of the confusion, I have edited the job description to clarify:

I am trying to start a new type of business.
The company provides a 3 part course for drivers who are looking to teach a learner rather than hiring a driving instructor. I.e. typically this will be a parent looking to teach their son or daughter in their own car. The course will teach them about SAFETY, common bad driving habits, what the examiner would be looking for against today's driving test, the actual test routes and lots of tips & techniques that will lead to success.

The site mainly needs someone to:
a) Understand how the course is different from typical driving instructors giving hourly lessons.
b) Improve its Search Engine Optimisation, introduce keyword(s) and improve its google ranking.
c) Advise on SEO associated with placing videos on the site.

I am looking for someone who has skills and knowledge in SEO, internet marketing and also capable of giving me info and advice about advertising on the interenet.
