SEO For two websites, both closely related

I want someone who answers a phone to start with, someone who has a few ideas and when something is not working has another idea. Not a company who wants to take money monthly and not give time and energy to the project. I know its an on going project. I want to work with someone and set goals and then evaluate why we did or didn't reach targets. I'm not after page one tomorrow... I'm realistic and want someone hard-working.
