Reopen a dissolved ltd company

Hello, I need help re-opening a dissolved ltd company. I dissolved the company almost 3 years ago this was done due to the company not doing any business. I recently set up a new ltd company with a similar name and started using a old bank account. The bank account got froze and funds have been sent to the Duchy of Lancaster, the amount is in the region of 13.5k. I just need to get access to the funds so once the ltd has been re-set up it will also need closing after this.

I have been told this is quite a simple process and need a witness statement and then need to go to court to have a judge authorise the company reformation.
