Redesign a website Layout / Optimise the layout and sections to encourage use

The job will involve no actual programming or coding at all, I already have a web developer who deals with that.

What I am looking for is someone who can look at my already built website, and re-structure it and optimise it for for maximum usage. I need someone to replan a layout and design features on the website to draw more people into using it consistently.

I currently have several hits on a photo section of my site, but I think due to the design (and major areas being hidden under layers) people dont seem to be drawn to exploring the rest of my site, this is what I would like to change.

The winning bidder would not need to do any coding themselves but would need to help with the implementation of their suggested changed layout.

Any experience doing this for previous websites as well as examples provided would be an advantage. As well as any SEO experience.
