Proven experienced SEO expert required

I am looking for an expert SEO consultant to put forward a proposal to assist with the SEO and online promotion of our web site.

I am looking for time effective stuff here. No copywriting for example as we can provide any copy required for article campaigns, blogs etc. It is more about the practicals for getting our site out there. ie generating back links, integrating and promoting via social media, online promotions, quick wins, PR and Alexa ranking improvements, PPC if necessary.

What I\'m looking for is a few examples of your achievements and an explanation on what you would be looking to do if given a commission of say 7 hours per week to work on our site. What would you do with that time and how would we be able to quanitfy the results of your work?

I appreciate that it is difficult to give a proposal without knowing the site you would be working on, but if you put forward an outline proposal and I gather you aren\'t wasting our time then I will give details of our site so you can more accurately quote.
