Product Emulator - Web Application

I am looking for someone to create a product emulator tool which is article driven with step by step instructions which can be placed within any html document via an iframe. It will require an easy to update CMS/back end whereby anybody without technical knowledge can create other product emulators and will also need to have the ability to track all articles created.

As you rollover the step by step instructions a image next to the step by step instructions will change to reflect that step.

Considerations

Please design the CMS & emulator with the following considerations.- The emulator must be easy for our customers/partner websites to embed into their site using a supplied iframe code
- The emulator must have an interface for updates and allow for the removal of certain articles
- If you are using a database we use MySQL
- The emulator should fit within 720 (w) pixels x 450 (h) pixels
- The look and feel must be customizable using an external css file
- The emulator should be built to allow other product groups, manufacturers and retailers.
- This will be hosted on our servers which have a MySQL database.
