I would like to bid on this project as its the type of editorial design I specialize in. Having said that to give an accurate bid I have a few questions.
1. What size are you looking at? tabloid, A3, A4?
2. Will you be providing all the content, written material, adverts and images?
3. Do you have a name for the paper or does a masthead need to be designed?
4. Will the adverts be supplied in the correct formats already designed or will they need to be designed?
5. If they do need to be designed do you know how many and their sizes?
6. Do you need to have a media kit for the advertisers giving a template of advert sizes and formats required?
7. Finally do you require a quote for printing, if so how many and weight/type of paper?
All of these questions are important factors that will affect timing and therefore cost. The contract duration of 2 days would only be viable if everything is ready to be laid out, with perhaps a bit of design. However usually a project like this can take anywhere from 3-7 days depending on the information supplied and how quickly the communication is between the client and provider.
I look forward to hearing your response so I can submit a formal bid.

1. The newspaper is 260mm deep x 190mm wide quarterfold.
2.Yes we will provide all the content, written material, adverts and images.
3. No we have a name for the paper which has been designed.
4. The adverts willm be provided in the correct formats already designed.
5. The newspaper will be only advertisements in full page, half,quarter, eighth, basic lineage and lineage boxes.
6. No I dont think we need a media kit.
7. Yes I woiuld like another quote for printing to compare what we have already. it woiuld be for 10,000 copies, I have recycled paper 52 gms at mo full colour.
