Link building supplier

I need a reliable supplier for inbound links for my client websites. Only 2 active projects right now, both finance related.

The links must be come from sites hosted in the UK, and the pages carrying the links must, therefore, be in some way finance related - at least for these 2 projects.

We are not interested in links from "links pages". Only contextual links from pages that have at least PageRank 2 or above, from sites that do not participate in selling links for Page Rank. Pages containing excessive links are of no interest.

The links must be permanent and not in any way dependant on continued payments.

The projects are monthly, running from the 1st to the end of each month. A list of links gained must always be supplied by the end of each month, for each project.

I need a supplier I can rely on to do this task effectively, with integrity, and at reasonable rates.

I don't mind where the supplier is based, so long as the conditions above are met.

I would prefer a fixed price for an amount of links. e.g. 10, 20, 30, etc..
