Joomla 1.6.1 custom url using logged in users details

Requirement is to create the URL below to be displayed in a single page in Joomla 1.6.1, where [email address] is the email address for the logged in user and [password] is the password of the logged in user.

I do have the ARRA User Export Import component installed so it may be possible to import additional fields for the users.

https://domain.com/public_2/login_handle.asp?txtEvent=5&txtUserName=[email address]&txtGUID=[password]

Users will click on the url and be taken to a third party website

If my budget is unrealistic, do let me know.
