Improve Google Rankings for New Website

I have a new website selling gifts online. I need someone to assist with improving the site's Google Ranking (google.co.uk) for five keywords.

I am looking for someone to carry out white hat SEO, whichever is most appropriate. I would also like them to provide me with some guidance as to what I can do to improve the rankings myself (I have a couple of hours a week I can work on this).

I can pay £5 per hour, and have a budget of £100 per month.

I'll be monitoring this project using google analytics and Cleverstat Google Monitor.
