I’ve looked at your portfolio and I like what i see, we are not, so much in a hurry and looking at the offers being consider I’m afraid we won’t be increasing the budget.

Without sounding rude you get what you pay for.
You seem to want a cheap job and you may get that, but the outcome will be very poor. If this project is important to you, perhaps you should consider getting the best possible skilled individual who you treat as a consultant and not a vender.
If you invest in this project, you should invest in someone who is very capable, otherwise the finished manual will look like a dogs dinner and no one will get past the front page of the manual and it will get simply tossed in the bin.
I know this because without blowing my own trumpet - I know my stuff. I have 12 years experience working in design companies (I win people over through the quality of my work) I have a sellable design style, I have an MA and a BA.
I rest my case, however if you wish to talk I am open to listen.

I. A. on 28/08/2010 11:44One more thought. This project is not simply about what you like, its about what YOUR CUSTOMERS or target market WILL BUY! Thats the difference between hiring a vender and a designer.

Here are some practical tips on staying safe
- Never pay any money to Clients and or provide sensitive details like your Bank information, Credit Card or Passwords
- Never accept a Job if you have been directed away from PeoplePerHour to another website
- Be cautious when providing your personal contact details (email, telephone number, instant message ID etc) before your Bid is accepted
- If you have been asked to send samples, put a watermark on them or send low resolution examples to avoid being exposed and not getting paid
- Don’t start work before your Bid is accepted and your Escrow deposit is made
- Keep your Escrow account topped up and ensure that you use the Private Message Board to track all pertinent details about the Job e.g. timelines, deliverables etc
- Before you supply final works to Clients, ensure you have adequate funds in Escrow
Remember: if something looks too good to be true, it probably is!
