Custom PHP CMS

I require a custom php CMS building. No off the shelf products or existing CMS systems please - we have built the html pages with PHP integration already in them - we just need the programming adding to the pages to allow my client to update their site via a cms. We can even build the CMS pages - we just need a php programmer.

There are extra requirements as well so i have attached a brief for this.
