Create Web Server Side Script or Function for File Management

Looking to create a server side script or function to monitor a folder. When a PDF file is placed in that folder, it will open the PDF, read the Bar Code on the cover page, then save the file as the barcode value and place the file in appropriate client file.

The barcode value will look like this, 12345:CTM-22635

The first set of numbers (12345) will be the client file number/folder and separated by a (:). After the colon, (CTM-22635) will be the PDF file rename, CTM-22635.PDF.
