Converting PDF design layouts into MS Publisher templates

We have a couple of layouts (see sample) which have been laid out in Adobe InDesign, CS2, and need to be replicated as templates in MS Publisher so the end client can create their own publications from scratch.

There are likely to be two layouts, based on the grid in the example and these will be colour-coded to provide visual differentiation between individual products.

Publisher is not a programme with which we are familiar, and as we are Mac based, it's not something we are able to investigate.

We'd like to get an estimate of cost and also of timings, as the job has now become rather urgent.
