Coder/Developer required

I need someone to code the newsletter template (attached) plus a landing page (for the full articles - see p2 of attached) in Dreamweaver. I've attached only a low res version of the NL plus the overflow page 2 (to show what extra needs to go on additional landing page). The newsletter will be sent out via 1Shoppingcart, so experience of this is also essential. This template will be used for all the newsletters, so I will need to be able to edit it myself afterwards. I think Dreamweaver is the best option, though happy to discuss others. The landing page just needs to look the same as the email newsletter with the full articles on. There is scope for a lot of other coding work (mailers, NLs, sites) if his goes well. I am working on design for a number of sites and need a reliable developer who knows 1SC and DW and can get the work done quickly. Ideally you will have InDesign too so you can pick up designs from me this way rather than via PDF.
