Charity Cashback browser extension - developer needed

We run a startup that works on the same principle as a cashback site, although the cashback goes to good causes.
We want a browser extension that is similar in principle to http://www.quidco.com/toolbar/browser/chrome/ but much more simplistic.
The basic remit is as follows:
Needs to work cross-browsers
IE7+
Firefox 3+ PC & Mac
Chrome 13+ PC & Mac
Safari Mac
No user login function is needed via the extension, it is purely an alert tool when a user is on a retailer.
We provide xml or similar feed of all retailers on the site. The extension reads the first part of these urls and matches to what sites users are on.
For example:
When they hit any page on johnlewis.com, an alert pops up that takes them back to the correlating page on our site which will then loop them back to the same john lewis page (but with the affiliate link appended so the cashback is tracked).
An alert then says "congratulations {x%} of your basket total will go towards {chosen good cause}" and then fades.
An ideal world addition to the above, but is cost dependant would be to also alter the results of a google search.
E.g. if the user searched for plasma TV's then any john lewis results would appear highlighed and again clicking these loop back via our site.
Clicking the extension icon at any time would bring up a few other feeds such as news, categories... again all simplistic xml feeds.
We have looked at 3rd party tools such as http://crossrider.com/ but we're unsure if it will be fit for purpose.
We have ideas for making it much more robust, but need to get the basics in place first. This does however need to be easily expandable. We will discuss these ideas with any shortlisted developers, along with an example of the google display 'hacking'.
Experience of developing extensions is a must, (please provide examples).
An indication of time to develop, test and roll out along with costs would help us to shortlist.
