About Me
I am able to provide advice, guidance and assistance in relation to all aspects of the areas mentioned below. I am happy to prepare, review and edit documentation, advise on practice and procedures and undertake legal research.
My particular specialisms are in town and country planning law and highways and licensing legislation and in local government and administrative law, practice and procedures. I have extensive knowledge and current up to date experience of the following -
Town & Country Planning : including applications for planning permission and change of use, certificates of lawful development and lawful use, permitted development rights, stopping up or diversion of roads and footpaths, planning obligation agreements and unilateral undertakings, planning policy guidance (e.g., PPS3 Housing & PPG18 Enforcing Planning Control), Circulars and local development documents), appeals to the Planning Inspectorate, judicial reviews and preparing and advising on proofs of evidence, etc.
Highways : including highways agreements, consents and orders, road traffic orders, rights of way, stopping up or diversion, prosecutions.
Licensing : including premises and personal licences, applications to licensing authority, reviews of licences and appeals to the magistrates court.
Local Government : including constitutions, codes of conduct and rules of procedure and the functions and responsibilities of the Standards Board, the Local Goverment Ombudsman, Overview and Scrutiny Committees and the Monitoring Officer role.
I have broad knowledge and experience of civil and criminal proceedings including drafting court documents, affidavits, statements of witness and proofs of evidence.

For well over 30 years I have been legal services manager with expertise in a wide range of subjects in addition to the above specialisms including practice management, civil and criminal litigation and environmental, health and safety, consumer protection and regulatory prosecutions. In addition to the managerial aspect, I carry a personal caseload of the most complex planning matters and provide advice in relation to high level licensing and standards, governance, probity and ethics issues. I also provide general legal advice and guidance on a variety of topics.
